Trump's Progressive Alarm Misses The Continent's Real Danger: Economic Decline.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an grave threat to European civilization. However, this argument rests on a fundamental misreading of the situation. The actual challenge confronting Europe is not societal but economic and technological lag.

The Stark Growth Divide Separating Europe and the US

Statistics reveal a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% growth for the EU. Over this time, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading EU nations like France and Italy.

Today, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are European.

The Technological Shortfall: The Core Question

This widening disparity stems from stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe positioned? Most analysts concede it is largely a two-horse race between the US and China, with Europe starting at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of key factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile system for funding startups. Europe still lacks a genuine unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The EU, despite a bigger population, is divided among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are causes for optimism. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Notable analyses on European competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate policies and regulatory reforms, these assets might enable much higher levels of commercial innovation.

Europe still possesses significant advantages: skilled human capital, top-tier education systems, and premier research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
